I'll buy a tablet for my PC – What programs and tablets should be taken into account?

I'm looking to get a tablet artist for my PC. Being Wacom are apparently very good, but I do not know any other manufacturer. I prefer wired, wireless, but okay. Also, what type of programs should consider buying with that? Most people have recommended packages Adobe Creative Suite, and currently has an old copy of Paintshop Pro 7, Macromedia Flash, Fireworks and Dreamweaver. Should I buy CorelDraw too? Are there other programs that I seem to have? The tablet is only for the development house, I think to use for professional art or webcomics. My budget is anything up to $ 400.
