Help for Component input tablet?

Hello! Need help with my Tablet PC functions. I recently purchased a Wacom tablet, but when I get home, I realized I could make the ink. I'm running Windows Vista x64 and Control Tablet PC Input is loaded, and would prove that Windows is installed Journal (since I enabled the Tablet PC components as an option), but do not let me write in Input Panel.
