Drawing good program?

my sis bought me a cake for my birthday, so it can use the computer! I downloaded a program called Something Something CoralDRAW but it is not sufficient and it is simple tutorial that gives me the freedom that we want! I want a program that lets me do what I want when I want and I'll be able to get the details (like the eye of a dragon), without ruining the pic i want it is easy! as simple as possible! I also tried with the Windows program to the image but is very limited! Can anyone help?? PS: I have Windows Vista, so we also need support! Thank you in advance!

I downloaded Limewire Photoshop 7.0. Great program. I am also a user of Vista.
