notes in pdf?

I have PDF files, but I love to write notes on my Tablet PC. Are there programs that would allow me to take note at the top of the PDF file?

PDF file is stored as an image, you try to open files in a program like Photoshop and write comments on them. Comments can be placed in a separate layer, which in turn, inside and outside.
