Are there phones that can play files from an external hard drive?

I have an external hard drive. more to obtain a laptop computer or a tablet, I can connect my hard drive to a phone and use it as a media player or is there another option like a DVD player PS I need one who can play all avi files from Internet Explorer MP4, etc.
