my pc will not let me do anything after startup?

Hello. I have a Tablet PC that gives my school and was slower than in recent times. I closed today and I'm connected to and just after I log shows my background but no icons or the Start menu bar at the bottom or just my career and my cursor … What should I do? I think it could be a virus, but how can I get my virus scan softwear if no icons? thank you
