How can this vicious circle? A teenager who needed to get a job, car and education to where?
Why Where to start? You need a job to get money to buy the car. You need a car to work. You need education to obtain employment, to get money to get the car. Educational. You can not borrow money or paying work. But you must have them all somehow. You are too far from work or a place of education and parents can not afford a car or education to work to earn money to buy the car. Do you have a plan? Do you have a solution? Do you have a pretty bottle many tablets headaches?
For the college, should be the application of any and all scholarships and awards you are eligible. Your counselor should have information portal, or at least information on where to find more. You may want to consider student loans. You must pay the loans over time, but with a college education will be better prepared. You might consider taking a job in a school – If you work full-time in college, almost none have the right to take classes for free (although that probably take more time), but you will gain experience work while you get the title. I know that children who occasionally work in high school and have saved enough to buy a beater old enough to work / college and improve things. Thinking maybe a bike to go until I can save enough for a car? Maybe out with a friend or two in a situation similar to pool its resources to achieve a car to share? There is always the military option – what about Coast Guard? In general I think are not sent abroad. Room / board / education / All courses are treated. Good luck!
