How can I convert handwriting into text with Microsoft Office 2003?

I use Microsoft Word 2003 and onenote2003 (with Service Pack 1 for OneNote) in Windows XP Home Edition and I can write and draw with my tablet, but when trying to convert my handwriting into text nothing happens. I click the option under tools that allows me to do, but do not worry about conversion

AFAIK, Word does not convert images text. "Best" is a relative term. Typically in OneNote on a Tablet PC, the user must define what is drawn with the pen as text, graphics, text or graphics.
